Final day to call your legislators, governor


Why create a new tier of "community government" with tax-levying authority if a municipal government already exists to do the same thing?

Legislators are asking the same question....

The genesis of the legislation is that municipalities are struggling to find enough money to fix everything on their wish lists, so why not get each neighborhood to pony up on its own? The fact is not every resident is so inclined to agree with the district group -- or "property association" -- in charge. Unfortunately, once the association is defined and certified, every resident -- whether a willing participant or not -- will be required to pay a tax to the new government treasury.

Give us a break!

The Legislature should not enact this legislation. If it does, Gov. Baker must veto it once again and save us from an unfair, unjustified new tax bill.

During its all-day-into-evening session yesterday the House once again did not bring up or vote on the $600 million economic development bill which contains H-4546, the Community Benefits District scam.

Today at midnight the Legislature must end its formal session, the official two-year legislative session will conclude.  Legislators won't return until January, after the November election.

If the Community Benefits District scam is not passed today it is dead, for this year.

Please immediately call your state representative and state senator even call the governor's office today.

If the House and Senate slams this through it'll be sped to the governor's office for his signature, and his desk is now piled high with all the legislation that's been passed in the past couple of days.

If you've called your rep and senator already, call them again.  That's how bad legislation is defeated "the squeaky wheel gets the grease."

Why create a new tier of "community government" with tax-levying authority if a municipal government already exists to do the same thing?

Legislators are asking the same question.

House and Senate members approved the initial feel-good legislation weeks ago without any discussion. But now that members have actually read the bill, it's apparent that "community benefit districts" aren't pocketbook friendly.

Proponents say the bill will empower citizens to set up a local neighborhood management group to impose annual improvement "fees" on residents.

Opponents, however, say it's the job of local government to listen to residents and decide how to spend tax dollars on public infrastructure upgrades. Creating a new tier of government to impose community specific taxes is ... crazy.

A year ago legislators attached a community benefit districts amendment to the 2018 state budget, but Gov. Charlie Baker rightfully vetoed it, saying the assessments are "the functional equivalent of new property taxes."
