Rating for the
2005 Session
Legislators were rated on direct and indirect
taxpayer issues for which there were roll call votes. Though House
Republicans tried to get a vote on rolling back the income tax rate, the
leadership would not allow it. We counted the various ruses to avoid the
vote, including placing the issue in a study.
We counted all votes on the retroactive capital gains
tax, and an attempt to increase the percentage paid by state employees
for health care.
In the Senate, we did get roll call votes on reducing
the income tax rate. We counted a retroactive capital gains vote,
the state employee health care vote, a five-year limit on welfare
benefits, and small business bills on association health plans and the
wage base for unemployment insurance. Our side, by the way, lost
each roll call vote, but prevailed against the retro capital gains later
without a roll call.
