CLT Legislative
Rating for the
2003/2004 Session
Legislators were rated on direct and indirect taxpayer issues for which there were
roll call votes. They were credited with voting against the following: exempting local overlay accounts from the Prop 2½ levy limit; creating a local option meals tax; raising the unemployment insurance tax without doing reforms; and passing a municipal relief bill with new fees.
They were given credit if they voted to sustain Governor Romney’s vetoes of a new marriage license tax; two-way bilingual education; inadequate oversight of the Boston convention center fund; substituting education and training programs for welfare work requirements; a Cambridge real estate tax exemption that raised property taxes on those who don’t qualify for the exemption; and overspending for a municipal golf course.
Senators were also credited with votes to expand the school voucher program in Boston and Springfield and to oppose an increase in the motel tax. House members got credit for voting to limit the term of the House Speaker; they lost points for voting to restore the income tax rate to
5.95 percent; impose a sales tax on alcohol; and impose a three year moratorium on charter schools.
